Arbitrum developer momentum and the Watchdog oversight

Arbitrum developer counts fell 34% while the Arbitrum Security Council demonstrated emergency powers by freezing 30,766 ETH following a major exploit. The network faces ongoing challenges regarding sequencer decentralization timelines and maintaining developer traction against competitors.

Arbitrum developer momentum and the Watchdog oversight

Arbitrum full-time developer counts fell 34% while Base grew 40% in full-time developers. Small teams favor Base or Solana because Arbitrum lacks traction among new builders. The Arbitrum program focuses development efforts on Stylus to support Rust, C, and C++ programming. To maintain financial integrity, the Arbitrum DAO manages the Watchdog program with a 400k ARB budget. This program incentivizes community members to report misused DAO-allocated funds via a GlobaLeaks portal. Reviewers from the Arbitrum Foundation, Entropy Advisors, and SeedGov evaluate these reports. To receive rewards, watchers must complete a KYC process with the Foundation.

Severity Base Payout Max Reward Cap
Low 1k ARB $10,000
Medium 10k ARB $25,000
High 30k ARB $100,000

The committee classifies misuse into three tiers. Low severity includes cases like a grant recipient using funds for unauthorized travel. Medium severity involves a recipient diverting 50k+ ARB to unrelated projects, which constitutes significant misuse according to the committee. High severity covers cases where a recipient fabricates deliverables to obtain funds and then vanishes. If the committee confirms misuse, the watcher receives a base payout and a 5% bounty of the recovered funds. If recovered assets show volatility, the reward uses the 30D TWAP of the underlying asset. This mechanism attracts sophisticated onchain sleuths.

Sequencer centralization and liveness

Offchain Labs operates the Arbitrum sequencer, which handles transaction ordering, block building, batch posting, and state root proposal. The sequencer picks up transactions from the L2 mempool to decide whether to execute or discard them. Order determines MEV, gas pricing, and contract execution outcomes. A hardware failure in January 2024 caused a 78-minute outage. The sequencer roadmap for Arbitrum has slipped twice since 2022 in the current market. Most major Ethereum L2s still run a centralized sequencer operated by a single entity in 2026. Production-grade decentralization for major L2s arrives late 2026 to 2027 at the earliest.

The delay in sequencer decentralization forces many protocols to account for liveness risks because a single operator failure can halt the entire chain, preventing users from managing positions during high volatility. Arbitrum developers work on a "Censorship Timeout" feature to reduce the impact of sequencer-driven censorship via faster force-inclusion to L1. Users can always bypass the sequencer by submitting transactions directly to Ethereum L1, but this method adds a 24-hour delay and increases gas costs. Arbitrum also uses timeboost, an MEV-aware sequencer auction, to allow users to bid for priority inclusion. Can the network maintain its DeFi dominance as competitors achieve faster, decentralized sequencing?

The Security Council’s emergency freeze power

The Arbitrum Security Council maintains emergency intervention powers through a multisig mechanism. In April 2026, the 12-member council voted 9-to-3 to freeze 30,766 ETH following the $292 million Kelp DAO exploit linked to North Korea’s Lazarus Group. The council transferred these funds, worth roughly $71 million, to a protocol-controlled intermediary wallet (0x0000000000000000000000000000000000000DA0). This wallet lacks owner keys and requires explicit DAO governance approval for any movement. This action occurred two days after the exploit.

The council acts when a single operator or group holds significant power over the network. This authority allows the council to exclude specific addresses or pause the chain. The council can unilaterally act to freeze assets. Institutional users must note this centralized control. The delayed inbox contract on L1 accepts transactions that the sequencer must include within 24 hours or face slashing.
